    If you can't lift your hand luggage then you shouldn't be taking it!

    Putting luggage under the seat in front especially in economy, reduces even more any leg room you may have making for an even more uncomfortable flight. And in any case most people never actually access their hand luggage in the overhead lockers during the flight indicating that the content is not necessary at all and represents a comfort factor (or perhaps overflow of checked baggage) or on short flights just an avoidance of any checked luggage at all.

    I agree to an extent.
    Legroom for many is a primary need and baggage in the way is something to avoid.
    Long haul I use a backpack as carry on. Convenient, can be carried many ways, multiple pockets and with it slung over one shoulder entry and exit is easy for flights.
    Main tip is pack it the same way each time to save doing "the search".
    And if you do need something from your carry-on before take off step in to your seat space to find it and let others through ;)

    Every airline that I've flown on has insisted that the under-seat bags (including handbags) are stowed away in the overhead lockers, particularly on take off and landing for safety reasons.
