Concession card targetted in May Budget

"WELFARE recipients would lose their concession cards and up to $49.10 a fortnight under secret budget savings costed by the Turnbull government.

A leaked document reveals the federal Government looked at scrapping all welfare payments below $20.02 a fortnight as part of the May budget.

The change would affect all welfare recipients and specifically target aged pensioners who can organise their finances to receive nominal fortnightly payments.

Some retirees have been accused of restructuring their finances to fulfil the requirements of the assets and income test, allowing them to receive as little as $1 per fortnight.

That nominal amount means recipients are entitled to the Pensioner Concession Card which provides lower-cost medicines as well as discounts on motor vehicle registration, drivers’ licences and council rates.

“The objective of this proposal is to simplify administration of the payments system by setting a consistent floor below which payments would not be made, to avoid making small fortnightly payments,” the costings document said.

In its advice, the department warned the government those affected by the change would include “some who have experienced substantial reductions in payments as a result of recent policy changes” such as the ­assets test.

The document said the plan may cause “concern among affected age pension recipients”.

Despite costing the policy, Social Services Minister Christian Porter said the government had “no plans” for a minimum payment across all welfare ­categories.

Australian Council of Social Services (ACOSS) chief executive Dr Cassandra Goldie warned the government against welfare changes, sayingAustraliaalready has one of the most targeted systems of ­income support.

She said the costed proposal would put pressure on “people who are trying to make ends meet”.

“Once again, this kind of proposal targets people on low and modest incomes to make savings,” Dr Goldie said.

“Pensioners, people on allowances and single parents stand to be affected if they are getting a small part of their overall income from income support.

Labor’s social services spokeswoman Jenny Macklin said the proposal was proof the Turnbull Government again had “pensioners and vulnerable Australians in their sights”.

“Mr Turnbull still hasn’t learned the lesson from the horror 2014 Budget,” Ms Macklin said.

“Australians don’t want to see cuts made to pensioners, people with disability, carers and people on Newstart.”

Porter is another one that NEVER answers his emails or letters -- and is STILL deeming people to be getting 3.5% on their bank accounts -- ( what a joke)    these elitists have NFI how the ordinary bloke lives.

I would like to see these hard hearted scum live on the pension, they spend what we get on the FULL pension in one outing,  out of OUR tax!

I would as I have said on many occasions like to see the pension raised sustantialy . To do this we should stop paying out middle class welfare like Howard's family tax credits and stop spending 1.6 billion a year on govt funded entertainment .

Brocky, no my dear, it is not false news -- the deeming rate has not been changed for almost 2 years now and they deem you to be getting 3.5% when you are darn lucky to get 1.55% maybe a little more if you tie your money up for 12 months OR more -- SO if you have a bit of money in the bank you get a pension cut as they say you are earning more than you are -- I have written and emailed and rung this creep Chris Porter and NEVER ever got any info back or even returned my phone call -- totally ignored -- so you see it is NOT fake news it is what is happening and has been since this Government has been in. God knows what bloody horrors there will be in the budget for us.

I agree with you on the deeming rate plan B . But was referring to the concession card .

Yes we will have to agree to disagree Plan B . There is a wafer of difference between the Turnbull Coaltion and the Shorten coalition . Both scared to take any strong measures . 

The problem is that when we have 60 per cent paying no net tax after welfare payments they will always vote with their hip pocket . 

One day we will have to pay the bill you cannot borrow for ever for current expenditure .

Yes the pollies are in it for lining their OWN pockets nothing else -- most of them have never had a real job and went straight from school or Uni to Politics like Pyne and quite a few others AND they got THEIR UNI for NOTHING too

This information comes from a "leaked document....interesting to see if there is any truth in it.

I would like to see more go to people who are on the full pension and if this change does that I see nothing wrong with it myself.

Why should someone get concessions just because they get $1 of pension (by re-arranging their finances).  

It must cost a lot of money administratively to administer small amounts of money every fortnight.   Would like to see how many people are actually getting a few dollars  just to qualify for the concession card.
