What older Australians want

Advocacy groups release their political demands for older Australians.

What older Australians want

This week two seniors advocacy groups have released their political demands ‘on behalf of’ older Australians for Election 2013. Despite their disagreement on the number of over 50-year-old voters (National Seniors quote 47 per cent of the population, while COTA Australia quotes nearly 40 per cent*), their aims are very similar. The National Seniors are calling for reforms in four key areas:

  • Strong economy
  • Sustainable cost of living
  • Improved health care
  • A nation for all ages

ABC AM reporter, Ashley Hall, questioned National Seniors’ chief, Michael O’Neill as to whether the 50-plus cohort was a rather disparate group, and in reply O’Neill confirmed it was, but pointed out that there are a lot of common themes.

COTA Australia’s ‘New Deal’ is seeking:

  • An end to ageism and age discrimination
  • Increased workforce participation
  • Quality aged care services
  • A reasonable standard of living

The National Seniors’ membership base is traditionally strongest in Queensland and New South Wales, whilst COTA Australia seems to have better coverage in South Australia and Victoria. Both organisations receive Federal Government funding for various activities.
(*According to the most recent ABS summary from the census, 47 per cent of Australians are aged 50 and over, of whom a very limited number will be excluded from voting due to reduced mental capacity.)

Opinion: What older Australians really want

Two rival advocacy groups have thumped their demands on the table for Election 2013. But how representative are they? And how useful are their demands?

National Seniors is a Queensland-based membership organisation which describes itself as a not-for-profit advocacy group. It does, however, receive federal government funding for research and other activities. COTA describes itself as a member-based organisation and quotes 30,000 as its member magazine circulation figure, but more than 80 per cent of its income comes from grants from federal, state and local governments. So both organisations are treading a fine line when it comes to criticizing the policies of the governments which fund them.

But let’s start by considering the positives of their election requests. Both organisations have put a lot of work into creating a detailed picture of the many and various concerns that affect older Australians. But the very detailed policy statements miss a fairly obvious and incredibly important point.

Firstly, as ABC Radio’s Ashley Hall indicated – to lump all over-50s into one cohort is a bit of a stretch. There are, in fact, three distinct groups when it comes to older Australians and their policy needs are very different.

Firstly, the pre-retirees (generally aged 50-65).

Their needs are often work related and it is here that discrimination must be tackled much harder. Access to training, more stable superannuation legislation and retirement planning support is also critical.

Next the retirees (say 60 to 80 year olds) of whom approximately 70 per cent exist on a full or part Age Pension. This group has taken a massive hit to their retirement nest eggs courtesy of the GFC combined with a lower income stream as interest rates tumble. But most importantly, the rate of the Age Pension is simply not enough to support a reasonable existence. In fact, the level of Australia’s Age Pension is simply the most important issue on the table for this group of older Australians and it needs to be increased sooner rather than later. CPI adjustments are not enough to put food on the table in most pensioners’ households.

And the third group of older Australians is those aged 80 and over, most of whom are accessing aged care in their homes, and a smaller proportion facing the need to move to a residential facility. Let’s face it; aged care is in crisis in Australia today. This group needs support to understand the confusing aged care maze. There is little point offering consumer-directed care if consumers have no idea of their entitlements or obligations.

So it’s time to be much more specific about the needs of the different groups of older Australians and what will best support them at their particular age and stage.

Regardless of which party forms government in September, there is a massive backlog of policy reform needed to support older Australians to lead productive and happy lives both now and in the future.

What do you think? Are you happy with the National Seniors and/or COTA demands? Or do you think there are other more pressing needs? If so, what are your 'demands' of our pollies as they head to the polls?

Asset and Income tests for pension eligibility should be abolished.
The current policy is counter-productive and has an adverse impact on government revenue and the economy.
It encourages high net worth individuals to over capitalise on their principal residence, give their wealth away to family, or find ways to hide the assets instead of investing and paying taxes or spending and stimulating growth.

End result, they're still on full or part pension, and their wealth is not being channelled into activities that benefit the economy.

I agree, or you get ones like us where my name is on part of the family farm, so large asset, with little income, but that excludes us from any pension. The land is farmed by my brother. My husband is a part time Church worker with low income. So I guess he will just have to keep working... I look after my parents, in their 90's. Again, no carer pension, their assets are more, but same sort of thing as mine.

I had a beautiful friend of 28 years and unfortunately he was knocked down on the road going to Church one Sunday morning recen tly...It was on our news about the accident.....he used to withdraw some thousands from his investments when it reached a certain length of time...My Mother went into afan tastic home in the UK many years ago owned by a retired Army Colonel...different circum stances financially but the covenant was no changes would be made when her capitol ran out if she was long lived...she remarried to another who invested his money here in z over his working life so they bother were financial...although in the UK you can legally have your senior pension regardless of your wealth...even the Queen but they didnt choose to after they wed...not many about these days...they were supremely happy together after both being widowed for a long time too......their happiness carried them through to the end and never once did they grumble or wish they had decided otherwise regarding their pensions from the Govt....they told me they were happy and blessed to have found each other......indeed they truly were.............

I see Krudd thinks the most important item on his agenda is homosexuals getting married. Is that the top of the list of priorities for our country. He pretends to be for it, but knows it won't go through, so is trying to fool the gullible. Anyway, let them head over to NZ for this joyous occassion. I watched Paul Murray Live last night and got the real truth. Poor Krudd, seems to be a loser no matter which way he turns.

C"mon people, leave the Gays alone. I think that they should be allowed to marry. I used to care for Gays who had AIDS and they suffered greatly by not being accepted. Some of the young ones even committed suicide as their parents disowned them, what a waste of a lovely human being. Did you see the misery they are suffering in Russia being beaten in the streets. People are always quick to pass judgement without looking into their own family background. Penny Wong is a decent person who happens to be Gay. As the saying goes, "He who is without sin, cast the first stone." What about the clerics who committed atrocities on those poor little kids, and don't seem to pay the price.

Trouble is Surfer is Tony Abbott's sister a man or a woman? Same thing, other Party. She doesn't even stand up for what she believes in because of her brother. All she reiterated a week ago is that her brother is "gradually slowly" coming around.
At some time in the not too distant future gays and lesbians will be recognised as human beings with the same rights as you and me. The world will be a lot poorer if we all end up the same.

Anyone of pension age should be entitled to a weekly pension of equal value to the weekly basic wage - the basic wage in itself is appalling so anything below that is borderline "poverty" - even more so for pensioners who are destined to live in the private rental market!!

I'm on the age Pension, $808.00 per fortnight. Just had my 1988 Ford Laser's carburettor replaced, or rather reconditioned, as they don't have parts for this model any more. It cost $539.00. Ouch!! Well there goes one weeks pension, time to pull in the belt until a fortnights time. Who said pensioners are doing ok. But I'm lucky to have transport.

In the country areas where people rely on cars it is very hard when you have to pay so much to fix them even more in country areas. Same goes with running a house. My mother is struggling to maintain her house and is forever paying off her rates and dreads a car breakdown(she drives an old car) or something in the house that needs fixing or replacing. I buy my mum food to help her out and I am on a pension myself.

The same can be said for here in Oz.....it wouldnt work if we were all Rhode Scholars...lol
There used to be 4 thousand Ozzies working in London alone...fudged figures or are these jobs based in London and engaging Europe as well???I lived in HongKong and three thousand there as well families with em all...it was on the Mass Transit experiment and over a Million people travelled on the first train out on that first day.....

Now that's disgusting. Why should these youngster families be able to eat any time they like, when there are pensioners who can only afford to play the pokies a couple of times a week.

Oh & have you heard, some of you make me sick.

Yea foxy, & in 1965, the first year I was earning average income, I was paying 7.5% tax, & 4.25% interest on my home loan. So just like todays other pensioners I had it pretty easy buying a home. Those who didn't bother buying a home & chose other spending options have no right to bitch now. My first house may have been a 2 bed fibro box, with not much to recommend it, but it cost just under 2 years wages, & that was in Sydney. Not only that, I could have a wife at home with a child, & still race a boat on the average income.
I've got a life, including owning everything I could want, including a convertible sports car, because I made provision while still earning, & I thank the kids of today for providing a good pension, so I can enjoy life.
You know, I really don't mind how much you chuck into the pokeys, just as long as you don't bitch the working people of today don't stomp up enough for you to waste on them. Oh & don't worry. I'll be around, getting up the nose of the greedy.

I read these comments again and again. You people should take a good hard look at yourselves. Shame on you all. Why does every conversation on this web site end up Labor bashing? Do you really believe the coalition will honestly pay more attention to seniors? Wake up you silly old farts. The coalition will reduce tax on big companies, they have already stated they will do this. If there is less tax coming in, there will be less cash for anyone who is in need. If you listened to the 'debate' at all, did you hear Tony's promises? No he was quite clever, he promise nothing, other than to scrap taxes on big bushiness. The way a society is judged is by how it takes care of those who cannot care for themselves. I know a number of you will want to rant at me, please feel free. As an older person, unless you have the cash in the bank, or a considerable sum in your super, when Tony et al get into power, you will be the one with egg on your face. 1) There will be no special bilingual programs in the schools.

    2) All ballots will be in this nation's language.

    3) All government business will be conducted in our language.

    4) Non-residents will NOT have the right to vote no matter how long they are here.

    5) Non-citizens will NEVER be able to hold political office.

    6) Foreigners will not be a burden to the taxpayers.
    No welfare
    No food stamps,
    No health care,
    Or other government assistance programmes.
    Any burden will be deported.

    7) Foreigners can invest in this country, but it must be an amount at least equal to 40,000 times the daily minimum wage.

    8) If foreigners come here and buy land... Options will be restricted. Certain parcels including waterfront property are reserved for citizens naturally born into this country.
    9) Foreigners may have
    No protests
    No demonstrations
No waving of a foreign flag
    No political organizing
No bad-mouthing our politicians or their policies.
These will lead to imprisonment and deportation.

    10) If you do come to this country illegally, you will be actively hunted & when caught, sent to jail until your deportation can be arranged.
ALL assets will be taken from you.

    Too strict?......

The above laws are the current immigration laws of the Muslim countries !

    Have in the past!!!

Where would we be today if we had not had immigration, the infrastructure and lifestyle we have today didn't come from people BORN IN AUSTRALIA, it was a joint achievement of many nations. These immigrants by whatever means they got here eventually have contributed by working hard and paying their taxes and these people have contributed to the pensions we receive today, just like we did for the pensioners before us. Pensioners ,unemployed ,low income earners we all pay exactly the same cash as the multi rich in Traffic fines etc why should a Pensioner pay $400 for failing to secure his/her seatbelt which is more than their weekly income .Does an M.P or any other of our wealthy pay the equivalent to a week of their wages .In the U.S.A many of their States citizens fines are paid by a percentage of income as in certain countries in Europe ,why not here?
Also why not pay a married couple the same Pension as two singles illegally living together ,why should a married couple be penalized or discriminated against for being married .We would then save thousands of dollars paying Government employees to snoop on single Pensioner couples living together ,this in turn would increase housing availability overnight

Good common sence stuff. Why do married couples get penalized? No wonder our two dollar coin is smaller than our one dollar coin. Everything is out of quilter.

Nobody at Centrelink or in a government position seems to care that the the second member of a couple gets less than $200 a week to live on. Half what a single person gets. That is unbelievable. They paid individual taxes all their lives! The only expense that is lower because 2 or more people share is electricity. The only portion that costs less because you share the bill is the daily access charge, about $1 a day. And the quarterly utility allowance is the same amount whether you are single or a couple, so the government has already taken that into account.

A couple is discriminated upon to an such an extent that it results in an incredible financial disadvantage. Because a couple combined has an allowance of only $262 per fortnight or $65 each, a week and they have to earn $2 to replace every dollar you lose after that, a couple must earn $22,000pa MORE than 2 single people to end up with the same amount of money in their pocket as 2 single age pensioners. Take note, single people can also share homes, split the rent and power bills in exactly the same way as a couple. Last time I went shopping for groceries it cost me twice as much to feed 2 people as 1 person. Last time I went out for a coffee, 2 coffees cost twice as much as 1. Same with dinner, public transport, clothing, shoes and EVERY other item I spent money on.

Start treating couples as individuals. Or reimburse them each 25 % of the taxes they have paid their entire lives as 2 individuals to replace the 25% of the pension you strip each one of them of.

hhnash47 it didn't start with Rudd or Abbott it goes back to the Vietnam war when the first boat people started arriving. Since the 70's the whole face of Australia changed due to millions upon millions of displaced people, and it's getting worse by the day due to war upon war raging continuously. Some of those first boat people and many others since have contributed greatly to this country and are responsible for the pensions we receive, just like we were responsible by paying our taxes for previous generations of pensioners. O.K. the pensions could be better, but pensions are certainly better in the last three years than they have been prior to then.
Immigration after the 2nd world war was drastically needed for nation building and at that time we had a "White Australia Policy" and what a tragedy that was. Even with a White Australia Policy there was a lot of hate and name-calling for even Italians and Greeks etc. etc. and it wasn't until their children were born and went to school and mixed that we suddenly realised how lovely it was to have these immigrants in Australia. Besides their friendliness they brought all that glorious food here and look what we have to eat today. One thing about other nationalities working and achieving for their future in Australia in those earlier days of immigration was their work ethic. Aussies were always "laid-back" and if it didn't get done today, it would get done tomorrow. I can remember so many Aussies in those days being rather jealous of the immigrants' work ethic and how they got ahead so quickly by helping one another. Now today, working Aussies have a much better work ethic and put the hours in and achieve marvellous thing. We can learn from everyone, every one of us is our "unique" self, we will get much more pleasure from being helpful and happy than being bigots.
What do you do to assist someone less fortunate than yourself?
Since my husband died (after 24 years of caring for him with MS) I have joined PROBUS and from that joining I have met people and now do Meals on Wheels once a week, sort out items at my local Salvation Army branch and price them for sale every Wednesday and attend a local pre-school once a week to read stories to the kids. It beats being bitter and twisted.

Thanks Surfer: I used to live in Sydney's southern suburbs, but now live down the far south coast. I was married for 47 years but knew my husband-to-be for about 5 years prior. He was a sporting fanatic and when I first met him his Saturday consisted of Hockey in the morning; Soccer in the afternoon, Tennis in the Evening.
He was an excellent breast-stroke swimmer and swam and beat Kevin Berry in his high school days. He played cricket (came from a cricketing family - two of his Uncles played for St. George and NSW against Don Bradman), he sailed 16 footers on Botany Bay with his soccer mates, played Snooker/Billiards/Squash/Ten Pin Bowls etc. competitively. He was secretary of the public service soccer federation and played down the Sydney Domain in his lunch-hours during soccer season. Organised and fund-raised and took a team of players from the various governmental departments who played soccer in this lunch-hour comp. to Fiji for 10 days to celebrate 25 years of govt.dept.soccer competition. A lot of the first Australian soccer team that went to the World Cup in Germany in 1974 were amateurs and/or part professionals and govt. employees and my husband played against many of them including: Manfred Schaeffer, Johnny Warren, John Watkiss, Ati Abonyi etc. In fact Mr. Soccer, J.W. was a personal friend through days at school. How my husband ever ended up with MS at age 46 we will never know, he was still playing soccer in seniors' comps. at 45.
If you participate in sport, you accumulate so many friends, and many of them are best mates for life. One such friend who now lives in South Africa flew out with 48 hours notice for his funeral, and was the main speaker (they were born 2 days apart and their parents were friends well before they were married and having families) Whenever I go to Sydney I head straight for a nursing home at Ramsgate and visit our friend from South Africa's Mother, who has been in the nursing home the past 2.1/2 years and will be 98 this December.
There were probably a couple of dozen locals at the funeral from where I live now, but there were 50 old and true friends that travelled from Sydney's suburbs and regions/Melbourne regionals/Cairns etc.
I wasn't a prolific sportsperson but played tennis/squash/gymnastics (when I was at school and until I was about 20)/swimming(badly) and ten pin bowls. Everyday I get up and go for a brisk walk before breakfast, this lasts for around 1 hour to 1.1/2 hours daily. Keeping active and healthy is very important and as they say:
"TO REST IS TO RUST" and "IF YOUR GREEN INSIDE YOUR CLEAN INSIDE".
I had a standard poodle up until October last year when she passed away and I can tell you if you have a dog you will always find somebody to talk to. They are conversation pieces. Would you believe one of my precious sympathy cards I received was from the dogs at the beach. The dogs were: Eddie; Moe; Lawson; Fergus; Abbey 1 and Abbey 2; Zoe; Crystal; Usher; Rafa; Bindy; Cathy; Patches; Buffey and Ralph!!!
And with my ramblings for today, this is good-bye for this week and a wuff wuff from my four-legged friends. Have a good week-end everyone and enjoy this beautiful warm spell of weather. Get out and breath it all in.

Hi Egyptian, Thank you for sharing all that with me and you have had a very full filling life. We have similarities, in both our interest in sport of which I have excelled and so has my son, and in poodles. I was a rural land develloper and bred and trained sheep dogs for many years. After coming to town I have had poodles. Miniture poodles that is. Have had dogs all my life and had three poodles over the last 25 years. Still have a beautiful girl called Bindi and she is now five years old. Pompom lived for 18 years and three months. Little Babe got bad arthritis and had to be put to sleep at 10 years. I really enjoyed hearing about your wonderful husband. Cheers.

He is a great bloke that has helped a lot of people and never even sought thanks for his efforts. There are not many of Tony's quality on either side of politics. I recently read his history written by ex labor minister Latham, and was amazed at the way outfits like the ABC had tried to belittle him. He will make a great leader and a far cry from that cheating sneaky Rudd.

    1. I have never heard that voters are excluded for reduced mental capacity. To promote this in a blanket statement including over 50's is a bit rude!
    2. To castigate NSA and COTA for criticising Governments as well as receiving benefits in the form of grants is somewhat narrow. Both organisations do a great job on behalf of seniors with that money. Maybe you should also criticise political parties, youth groups, disability groups, Holden and Ford etc etc who also receive handouts and are known to criticise.
Kaye, your comments showed your bias and were unworthy - seniors in general DO get a raw deal and are bleeding. Some support would be appreciated.

I think we have all made up our minds as to the party we are going to vote for....wish the election was this weekend so it would be all over and we can get back to talking about footy or the cricket..something interesting for a change. Don't follow AFL but read about all their problems. Drugs are drugs, so why aren't they being charged? Of course, my favourite football player is Billy Slater. Stupidgalah is female....

The most important thing i think is Health Care,it is woefull in my state WA,I moved here from Sydney in 2007 and have had to travel back to Sydney for surgery three times since moving, and this is as a Public patient,at my cost,Australia is going the same route as America, where the rich get everything,at a cost of course, but they can afford it,but for me i think Health Care is number one on the list.

I would much rather money to go to the car industry, and keep thousands in a job, than see millions spent on the illegal boat people, who, I am afraid, will never assimilate with us. I would like a place to tick on our voting paper, if we agree with this money to be spent. No one I know agrees with the way the illegals are being handled at the moment. Have you read, in dollar terms, just how much this has cost us? But every time someone says anything, we are called racists, so we keep quite. We are far from racists and just want to protect the future for our grandchildren.

The car industry does not just include the manufacturing of Ford and Holdens. There are hundreds of business' that produce car components as well..so if Ford closes, so do all the associated companies go with them. In our town, one firm made parts for Harleys, now they are gone.Just get on the Unions site and see the daily closures. It is really frightening.......

This industry should be supported, but there is a limit. There comes a time where you don't throw good money after bad. They have to become competitive, and should probably start by looking closely at the inflated salaries of the top brass. Back to the too many chiefs and not enough indians. As for the working men, they should be supported. In Europe they can build two cars to our one, and Asia can build four cars to our one. I bet their top brass are on much more realistic salaries. It is obscene what CEO's can earn in Australia.

I remember watching the smithy putting on shoes on horses. the wagoner fitting iron rims on wooden wheels on carts and many more things that the young crowd would have no idea about. All overtaken by advances. And who would want to live these days without TV and air-conditioning. Life changes and you have to adapt.

Thought the Govt. didn't have any spare cash to splash?? Also they stated on the show that at this stage there appears to be nothing/zilch/nada for the over 50's within either party at this stage - although one bright spark on the panel did suggest that maybe both parties could release "plans" in the last week prior to the election for over 50's....if they did something decent that would get them approx. 2 mill. votes wouldn't it?? ....feel better now? Never ever thought I would ever agree with your "ravings" but in all honesty I can agree with a couple of your comments - I saw Charlie Boorman (or whatever his name is..(on the documentaries...) go on his motorbike thru Africa........he got a flat tyre - he got to a village in the mountains and the old village elder told him - take your spare clothes out of your backpack - put them in your flat tyre - even them out around and inside the tyre - and this tyre will last you a lifetime! Charlie came back on another doco- and 3 years later he did not need a new tyre - also- you can stuff a flat tyre with hay or dead grass - interesting ................................

Hi Jag - yeah well normally I would never bother to answer but when I managed to read thru the Caps - I saw the tubeless tyre thing which took me back to the Doco. and how the "village people" - haha - nooo not those YMCA ones .....had the insight to fix the problem! Amazing!

It now seems like open slather with our money being squandered in all directions. What is wrong with these spendthrifts. They are supposed to get support with their policies, not making our big black hole bigger by trying to buy votes. That really puts me off. How about some of this going to the poor and needy in our community. You know, you don't have to keep splashing billions around. Then rubbishing each other. Sick of the whole mess.

We are supposed to be a rich country yet old people with no health insurance have to wait in pain on a list for ages, same with the dentist, it costs a fortune. We boast about Medicare but in reality, it's not what it's cracked up to be.

Well Tony came out with flying colours after the great debate last night. Poor little Krudd lost the plot and got too excited. No wonder he was told to shut up. He tried to hold the floor and Speers should have controlled the time Rudd spoke for. If krudd would take off his topee and let us see the real Krudd it would help his image. It appeared he had been on something. Just pathetic. Even admitted defeat, some fighter!!!!!!

surfer i cant believe that the news, etc are going full swing because tony abbott said cant you shut up and speers should have controlled it more and then this would not have been said but i thought the same thing also it looked like kevin rudd eiher ahd syndrome or is over active he really annoyed me prancing all over the place like a jack in the box i just wished tony would have bought him to defend his fringe benenfit tax on cars also push home the fact about the 70 billion black hole lies i look forward to this getting close to election time and the fun starts, also why so many students and i feel that the questions were a bit in favour of rudd.

Yes SS I agree. Krudd on his band wagon and trying to eat the microphone and dancing around like a cat on a hot tin roof. I am sure someone slipped something in his drink. Then being allowed to tell lies as a scare campaign. GST, work choices, 70 billion black holes, unfunded schemes. Obviously his liar type schemes did not go down well as was proven by the result. Abbott had the whole thing well under control.

He has trouble keeping his toupee on straight, zipping here and zipping there like a jack in a box, Eyes sticking out like you know what, being bad tempered and rude to a poor makeup woman that was only doing her job, telling lies, and still thinks his water does not smell. What would you expect but negative remarks with a poor little chap that has no future plans for such a good country. Other countries must look at us in amazement.

I feel so proud to know he will be our next leader. Man---- I am pleased I missed Malcolm and him on the NBN. They must have had good reason for being Mad as Hell. I see our garden gnome has had his wig cut. Tearing around between cooking classes in Brizzy and being OH so serious when he announced the Syrian Crisis. Mind you he had nothing to add. But felt ever so important. He felt his cooking was much more important. No wonder we have no money, with him up and down the country so he can learn how to boil an egg.

Just a complete embarrassment to our country and please do not allow him to take any more junket trips before he is thrown out of office. He has sqandered enough billions.

Two main parties - What a poor example of leadership.
More people are certainly falling into the poverty trap. People who were managing OK a few years ago are doing it tough now. The worry is, government is not doing anything about it.

Libs and Lab have tried to hide the news there is already a middle-of-the-road Party formed by thousands of people who have had enough of the Lib/Lab fiasco. It is called the Australian Voice Party. Not influenced by big business, union factions or fringe extremes. They are just about representing Australians and getting politics back to the way it should be.
Australian Voice will become the alternative choice to the main two parties and they are here to stay. For now, the plan is to take Senate seats, so they can influence government policy on your behalf. Check it out on this link http://av.org.au/
